An investigation into decision timing

The cost of waiting.

A decision can remain open while the programme around it becomes impossible to reverse.

The risk is rarely the open item alone.

It is the series of actions already taking place as though that item were settled.

Figure 01 / Decision propagationConceptual mechanism
One unresolved requirement; two types of work; commitments and service readinessLeft: the unconfirmed requirement. Affected design, equipment, and acceptance activities form the critical branch. Independent site access and civil work remain separately possible. Once equipment is ordered, reversal becomes constrained. Usable service needs both branches and acceptance. 01 / Uncertainty

A small decision appears to stand alone.

An operating specification may still be provisional while design, procurement and delivery teams proceed under a working assumption.

Question: which work is authorised to proceed before this assumption is confirmed?

02 / Propagation

The assumption travels.

Ventilation, loads, controls, maintenance and acceptance criteria may all inherit a single unconfirmed requirement. Uncertainty moves across disciplines before it becomes visible in a schedule.

Not every interface is dependent; independent work should remain visible too.

03 / Commitment

The same change now costs more freedom.

Revising a drawing is one thing. Reversing a placed order, a released contract or installed work is another. The point of commitment changes the consequences of waiting.

This diagram shows exposure categories, not invented financial loss.

04 / Service

Follow the chain to its end.

Equipment delivery is not installation. Installation is not acceptance. And an accepted asset may still need permanent connections, access or operating permission.

Work backward from usable service—not the next administrative milestone.

Two projects. Two different lessons.

The word delay alone tells us little about whether moving faster—or pausing deliberately—would have been sound.

2022

The central Elizabeth line section opened in May 2022. The 2019 National Audit Office report described compressed scheduling and the absence of a realistic plan among several contributing problems.

Crossrail is evidence about programme assumptions and delivery governance—not proof that an earlier approval would have solved the outcome.

2020 → 2022

Singapore paused Terminal 5 during the pandemic to review aviation demand and the design approach. Work resumed with a more modular, resilient plan. The pause was purposeful; an economic return from waiting was not quantified.

These cases have different mechanisms; they are not a controlled test of speed versus delay.

Speed is not the objective. Evidence-ready commitment is.

Where does time actually go?

The original programme is hypothetical. Its arithmetic is transparent. Change the release date and follow what happens to equipment readiness—and to overall service.

Assumed durations: supply 16 weeks, install 4, test/accept 4, approval processing 2. Work is sequential after release; no mitigation or float is assumed. Latest release to meet week 30: week 6. Corresponding evidence-ready date: week 4.

Test the decision, not the animation.

For this selected release, assumed evidence readiness must precede the two-week approval period: W04. The original W04 deadline remains fixed for meeting the W30 target.

Week 4Week 12
The equipment path just meets the target.

Week-6 release + 24 sequential weeks = week-30 equipment readiness. Without another controlling path, service can meet week 30 under these assumptions.

0 weeks against target · 0 weeks additional service delay versus the same parallel-path baseline.

A faster package may not produce earlier service.

Infrastructure interfaces

Grid connection, permanent utilities, transport access and operating permission may introduce independent dates. The IEA documents electricity-network constraints globally, but its findings do not establish any particular site's capacity.

Delivery authority

For major Gulf programmes, identify whose evidence establishes readiness, whose decision releases committed work and whether bringing forward a package will actually advance end-user service. Dubai's Metro Blue Line illustrates network interfaces, not a failure of decision-making.

Before the next commitment.

A decision should have an accountable owner, an evidence threshold and an understood consequence—not merely a closing date.

01 / CHOICEWhat exactly must be decided?
02 / EVIDENCEWhat new information could change the choice?
03 / CONSEQUENCEWhich options disappear if we wait?
04 / AUTHORITYWho can accept and own that consequence?

The last responsible moment is an evidence question before it becomes a scheduling question.

Model: 16 weeks supply, 4 weeks installation, 4 weeks testing/acceptance and 2 weeks approval lead. The optional parallel path is a milestone at week 34, not a 34-week measured activity. This is not a project forecast. Before deciding, verify evidence readiness, procurement constraints, authority, available float and all other service dependencies.

Crossrail: programme realism

The hypothetical decision-window method

Assumed week-30 service target; equipment supply 16 weeks, installation 4 and testing/acceptance 4, strictly sequential. Latest equipment release = 30 − 24 = week 6; evidence required two weeks earlier = week 4. Equipment readiness = selected release week + 24. Service readiness = maximum of equipment readiness and any other essential path (week 34 where selected). Additional delay caused by release change is evaluated relative to the same parallel-path condition.
