PPP and DBFM
Strategic Alignment asks what outcome the sponsor is buying and which risks genuinely benefit from transfer. Delivery Architecture asks how approvals, land, utilities, design, procurement, financing and operations converge. Evidence-Based Execution asks what must be proven before financial close, notice to proceed or design freeze.
