Abdul Rahman Chaar Founding Principal

Advises public and institutional leaders on the governance and delivery of complex capital programmes, helping translate strategic ambition into clear decisions, coordinated execution and lasting asset value.

Abdul Rahman works with public and institutional stakeholders on complex capital programmes and high profile assets, with particular focus on governance, execution readiness and the integration of strategy, design and delivery.

His experience spans assignments supporting public and private entities across Belgium, Germany, the Netherlands and the UAE. He has worked across infrastructure, government assets, real estate, hospitality and energy, helping leadership and multidisciplinary teams manage risk, align stakeholders and move complex programmes from strategic intent into coordinated execution.

He brings practical experience across DBFM, EPC and Design and Build delivery models, as well as projects delivered through framework agreements. This perspective enables him to connect strategic priorities with the governance, technical coordination and delivery discipline required to create lasting asset value.
